How these tools work
Each page uses the same processing engine: the image is decoded in your browser, redrawn at the dimensions you ask for, and encoded repeatedly at different quality levels until it lands inside your file-size window. When a file comes out below a required minimum, standards-compliant padding is added inside it so the byte count meets the rule without changing a single pixel.
Because the work happens locally, the tools keep working after the page has loaded even if you go offline, and large files are limited only by your device's memory.
